Lacson, 73, rose in the government through the Philippine NationalPolice. He was the PNP chief of president Joseph Estrada. After Estrada was ousted in early 2001,Lacson won a seat in the Senate that same year, and proceeded to win two more terms. This is Lacson's second attempt at the presidency.
He first ran in 2004, suffering a landslide defeat in thehands of Gloria Macapagal Arroyo, and finishing third in a five-way race. Lacson and Sotto have been branded as "enablers" of Duterte who are criticizing him only for electoral purposes, but Lacson insists that he criticizes and praises when he believes it is fit to do so.

Senator Panfilo Lacson on Monday pushed for the realignment of P20 billion allocated for “useless” multi-purpose buildings in 2021 to disaster rehabilitation assistance for areas devastated by recent typhoons. Lacson said P20 billion would “suffice” for the disaster rehabilitation assistance. Citing a situation report from the National Disaster Risk Reduction and Management Council (NDRRMC), Lacson said damage caused by Typhoon Rolly amounted to P17.8 billion, while P1.6 billion worth of damage was initially reported due to Typhoon Ulysses.

Lacson was the principal sponsor and one of the authors of the Anti-Terrorism Act of 2020 (Republic Act 11479), which gives Philippine authorities much-needed legal tools to strengthen their efforts against the menace of terrorism. Also, e was one of the authors of the Bayanihan to Heal As One Act (RA 11469); and a co-author of the GMRC and Values Education Act (RA 11476). Moreover, Lacson was the principal sponsor of the National ID Law (Republic Act 11055), which provides for easier transactions with the government and private entities and which helps deter criminality. Lacson had been a perennial author of the measure since his first term as senator in 2001. Also, Lacson authored and sponsored Republic Act 11053, The Anti-Hazing Law of 2018, which provides heavier penalties that would prevent hazing-related deaths. Lacson authored and sponsored as well Republic Act 9485, the Anti-Red Tape Act of 2007, which brings down the number of steps and days involved in a government transaction, and in turn paves the way for efficient and expeditious public service.
